“A bad workman blames his tools”: A workman’s success or failure is determined not by the tools he works with but by how he employs the tools he has.
People who can make use of what is available to them can make a success of any work given to them.
If a person does something badly, makes a mistake, performs a job or task poorly or unsuccessfully, they will generally seek to lay the blame on the quality of their equipment, or other such external factors rather than admit their own lack of skill.
A person may have all the equipments in the world but if they don’t know how to use them, they will never complete a job successfully.
