“There’s a black sheep in every flock” implies that there is a scoundrel in every family. Someone whose behaviour is considered by the family to be bad, a disgrace or embarrassing. It could also mean that there is always one person who is special or who doesn’t behave or perform like the others. It could be positive or negative, depending on who you’re talking about.
