“To be a big fish in a small pond” can be used to describe a person who has gained respect and prominance within a small relatively unimportant, or little known location or organization because he/she is more talented than most of the people around him/her, but it can also be used as a derogatory expression implying that this individual would not be quite so prominent or skilled if they were part of a larger group or organization.
